Moody’s Investor Services assigns MIG 1 to Johnstown, OH’s $1.25M Street Improvement GOLT BANs, Series 2014

As part of the Village’s Transportation Asset Management Plan, the Village will be issuing $2.5MM in future debt to finance the reconstruction of Concord Road, W. Jersey Street and S. Kasson Street as well as institute a pavement preservation plan. The first step in securing the debt was to be rated by Moody’s Investor Service. The past three years the Village has cut expenditures which has resulted in increased general fund balance. The increase in general fund balance was a factor in the Village receiving the highest rating (MIG 1) for our Bond Anticipation Notes (BAN). This designation denotes best quality. There is present strong protection by established cash flows, superior liquidity support or demonstrated broad-based access to the market for refinancing.

URGENT: Information Regarding Water & Sewer Rate/Infrastructure

I have been made aware of reports of our water and sewer infrastructure failing. I want to assure our residents that our infrastructure is not failing and we continue to invest in our infrastructure to ensure we get the longest life possible. Our water and sewer rates are evaluated on a yearly basis as part of our annual budget process which begins in the fall. Our rates have remained steady over the past few years and we believe they will continue to do so in the immediate future. Village Extends Big O Refuse Contract for Three Years

On March 2, 2010 the Village entered into a contract with Big O Refuse Corp for the collection and disposal of waste, recycling and yard waste for the residential households of the Village of Johnstown. Village Council has extended the contract for three years. Collection rates will increase by 3% and are locked for the life of the contract. The increase equals $.30/month for regular customers and $.25/month for seniors. This increase is similar to what other communities have negotiated.

Beginning January 1, 2013 the rates will be as follows:

Regular Households:               $14.75/mo.

Senior Rates:                           $13.25/mo.

Village Council Approves Updated Strategic Plan

Johnstown Village Council approved an important update to the existing Strategic Plan at their September 18th meeting. Starting in 2011, the Village Planning & Zoning Commission embarked on an in-house update to the strategic plan. Working with the staff, the Planning & Zoning Commission went page by page through the existing Plan to determine the areas in need of updating. What started out as a quick review turned into a twelve month endeavor to produce an update that will guide future development in the years to come. The 2012 Strategic Plan (effective October 1, 2012) will provide a updated strategic approach to achieving the community’s vision by creating a plan for the physical development of the Village as well as general policy statements of how to get there. It is a guide for developers, landowners, concerned citizens, and elected officials as they make decisions about land. This information contained in this update must be used in conjunction with the previous Strategic Plan.

The Village of Johnstown, OH (4,632 population, located in Licking County, Ohio) seeks highly qualified firms to provide consultant civil engineering services.  Johnstown is experiencing steady growth and development with dynamic residential, commercial, and corporate activity.  The consultant civil engineer will provide supporting professional engineering services and the conservative use of Village resources to Village Council, Planning Commission, Administration and Service Departments. Open Position – Finance Director

The Village of Johnstown is accepting applications for a full time finance director. Job duties include but are not limited to the following: Advanced administrative and managerial work directing fiscal activities for the Village. Work involves overseeing collection, custody, and disbursement of public funds, payroll, and income tax; maintaining municipal accounting records; managing and providing advice on investments; assisting in all bond issues; and participating in budget development.

Candidates must possess a bachelor’s degree in accounting, public finance, business administration or related field and five to ten years of progressively responsible experience in finance, accounting and auditing including supervisory experience; or any equivalent combination of training and experience. A Certified Public Accountant is preferred.

This is a day-shift position working Monday through Friday from 8:00am to 4:30pm. Salary depends on qualifications. Benefits include health insurance, life insurance, paid vacation, paid sick leave, and PERS retirement plan.
