Jack has been with the Village since 1980. He manages a team of nine employees that keep the community up and running. He has a Class III Water Supply State Certification and a Class III Wastewater Supply State Certification. He consistently maintains certification in his field.

The service department is committed to total customer satisfaction. If there is anything that they can do to serve you better, please give them a call. They look forward to meeting your expectations for water and wastewater needs and for maintaining the streets in the Village with the limited budget funds allotted to their department.

 As the Service Director for the Village of Johnstown, Jack Liggett is in charge and oversees the management of the following areas: Streets, Water,  Wastewater (Sewer), Utility Billing & FAQ’s and the Recreation Department.
