Moody’s Investor Services assigns MIG 1 to Johnstown, OH’s $1.25M Street Improvement GOLT BANs, Series 2014

As part of the Village’s Transportation Asset Management Plan, the Village will be issuing $2.5MM in future debt to finance the reconstruction of Concord Road, W. Jersey Street and S. Kasson Street as well as institute a pavement preservation plan. The first step in securing the debt was to be rated by Moody’s Investor Service. The past three years the Village has cut expenditures which has resulted in increased general fund balance. The increase in general fund balance was a factor in the Village receiving the highest rating (MIG 1) for our Bond Anticipation Notes (BAN). This designation denotes best quality. There is present strong protection by established cash flows, superior liquidity support or demonstrated broad-based access to the market for refinancing.

Village Manager

Roadway Seal Update

Roadway Seal Update – The sealing of the roadways that was planned for Leafy Dell, Concord Crossing, Concord Crossing East and Rolling Meadows has been postponed due to the delays in pavement repair. We do not have a revised schedule at this time. Residents will be notified by door hanger once a schedule is determined. There is still restriction on on-street parking so that the cracks can be repaired.

About the Zoning Code Revision –The Village of Johnstown Zoning Code Revision is a collaborative process that will revise village-wide zoning regulations to shape future growth and help realize the community’s vision for the future – a safe, beautiful, vibrant and livable community with a robust local economy. Johnstown’s original zoning code was adopted in 1983 with no compressive revision since.

What is the Zoning Code and why is it important? The Zoning Code is one of the most influential policy documents to shape the future of the Village of Johnstown. It will build upon the foundation of the 2006 and 2012 Strategic Plan and other prior planning endeavors.

How long will the Zoning Code Revision take? The Zoning Code Rewrite will be a yearlong process.

How can I get involved? There will be many ways to be involved. The Village is currently accepting letters of interest from any Village resident or business owner/operator. Letters of interest can be emailed to Teresa Monroe ( or by mail to Teresa Monroe, Clerk of Council at 599 S. Main Street, PO Box 457, Johnstown, Ohio 43031. The original deadline has been extended and letters must be received by October 3rd, 2014 at 1:00pm.

Public Notice: Hydrant flushing

Annual Hydrant Flushing Schedule for 2014

The Village of Johnstown Water Department will be flushing hydrants weekdays between the hours of 7am to 5pm through the month of September.

Hydrant flushing is an important preventative maintenance procedure that helps us to ensure that our hydrants are working properly and to remove accumulated sediment in the water mains.  Residents may notice lower than normal pressure, air in the lines or slight discoloration of water.  If you experience some discolored water, let the cold water tap run for a few minutes and it should clear up.

If a problem continues please call Patti Barlitt at 740-967-1139.
