Autonomous Vehicle (AV) Technology Development and Manufacturing Request for Information (RFI)

The Village of Johnstown and partners (“Partnership”) are requesting responses to determine interest from autonomous vehicle technology venders. The purpose of the Request for Information (RFI) is the first step to identify vendor(s) willing to discuss participation in a transformational mobility project located in central Ohio.

Information is being requested to better inform the Village regarding the advancement of the Partnership's mobility project(s), including three initially defined use cases. The three use cases include (1) moving employees to and from the Village business park which includes 12 businesses and 400+ employees, (2) non-emergency medical transportation, and (3) adult education and post-secondary training opportunities.

This document is a Request for Information (RFI) regarding the project, and does not constitute a commitment, implied or otherwise, that the Village of Johnstown, Ohio will take procurement action in this matter. This RFI will not be used to make a vendor selection. Participation in the RFI is not a prerequisite for bidding on a Request for Proposals (RFP) solicitations, which may arise in the future.

The purpose of this Request for Information (RFI) is to solicit feedback and input from consultants, vendors, and technology integrators on the feasibility of developing solutions that can meet the Partnerships identified needs.

This RFI has identified the following details that may help guide vendor(s) response:

1.     Vendor(s) would locate to Johnstown and would define the space they would need for their development and manufacturing operation. Vendor would lease this space.

2.     Vendor(s) will be able to charge for their services

3.     Vendor(s) will measure interest in partnering with university curriculum development to align with the needs of their business. The partnership has identified two university partners who have shown interest in the project.

4.     The Partnership has initiated a concept design of a mobility hub that will serve as the home of multi-modal transportation options.

5.     The Partnership has initiated the design of a multi-modal Trip Planning & Trip Optimization System.

6.     The Partnership has 32 acres (inclusive of the mobility hub site) under control for the research, development, manufacturing, testing and deployment of autonomous, connected, shared and electric (C.A.S.E.) vehicle technology. The vendor(s) is/are expected to be located at this site.

7.     The Partnership has identified a proposed route of traffic that can be amended based on sound trip planning and execution principles. The proposed pilot route includes one traffic signal, 25 and 35 mph speed limit and five (5) conflict points (intersections and/or left turns) and approximately 400 employees within an established business park.

8.    The mobility hub will include, among others, technologies such as electric vehicles, connected vehicles, autonomous vehicles, scooters, ride sharing, ride hailing, mass transit, drones, commercial cargo, and eVTOL vertiport.
