The Finance Department is responsible for the fiscal administration of the City of Johnstown. The Finance Department’s mission is to uphold the financial stability of the City of Johnstown. Johnstown is audited semi-annually in accordance with the Ohio Revised Code, by the Auditor of the State of Ohio, to ensure compliance with generally accepted accounting practices.

Income Tax - Regional Income Tax Agency (RITA)

Johnstown’s income tax rate is 1.00% on all earned income.  The City’s collection agency for income tax is the Regional Income Tax Agency, also known as R.I.T.A. R.I.T.A. provides services to collect income tax for municipalities in the State of Ohio, including the City of Johnstown.

The Regional Income Tax Agency provides member communities with high quality, cost effective municipal tax collection and administrative services.

  • A one percent (1%) municipal income tax is imposed upon anyone who earns income in the City of Johnstown, as well as residents who earn income elsewhere.

  • Estimated quarterly payments are required when local income tax is not automatically withheld from income.

  • All residents aged 18 years or over must file an income tax return with the City of Johnstown regardless of whether any tax is due. The deadline for returns each year is April 15.
