City Community Reinvestment Area (CRA)

The Community Reinvestment Area (“CRA”) program provides a real property tax exemption for businesses who commit to renovate existing or construct new buildings and develop housing. The City uses the CRA program to designate areas in order to encourage development of new structures. Johnstown has four Community Reinvestment Areas (CRA) in the municipal boundary.

The CRA’s were created to encourage new private investment, encourage property revitalization, increase economic development activity, and stimulate job creation.

CRA Limits (Sept 2020)

The CRA’s provide property tax incentives for investment in qualified retail, commercial and/or industrial property improvements related to the renovation of existing or construction of new buildings within the designated areas.
